Eleonora Santa Rosa – Resume

 

Journalist and cultural developer, graduated in Social Communication at the Federal University of Minas Gerais (UFMG), is considered one of Brazil’s greatest specialists in the area of Projects, Management and Cultural Sponsorship, with vast experience in formatting, negotiating and implementing cultural initiatives of great magnitude and reputation . From 1990 to 1994 she was director of the Cultural Planning and Coordination Department of the Municipal Secretariat of Culture of the City of Belo Horizonte. Since then, until 1998, directed the Historical and Cultural Studies Center of the João Pinheiro Foundation, entity linked to the Planning System of the State of Minas Gerais, coordinating the “Mineiriana” and the “Centenário” collections, with more than 50 published titles that compose two of the country’s most important editorial collections about the culture in the State of Minas Gerais. Still at the João Pinheiro Foundation, she negotiated and directed countless projects including the history of institutions and companies, sectorial diagnosis, administrative restructuring studies, cultural management courses, seminaries and meetings dedicated to emerging themes in the cultural area, artistic videos production and research related to the cultural production universe in Minas Gerais and Brazil, specially the 1st Cultural Census of Belo Horizonte (1996 – 1997) and the Cultural Investment Diagnosis in Brazil – Government Spending (1985 – 1995) and Private and Government Companies’ Spending, and their Foundations and Cultural Institutes (1990 – 1997) modules – the latter on request of the Brazilian Ministry of Culture .

 

In 1998 she integrated the Clóvis Salgado Foundation/Palácio das Artes (Arts Palace Theater) board of directors, which is the main cultural center of Minas Gerais, holding the office of solicitation and marketing director. She was special counselor (at no cost) of the State Secretariat of Culture (1995 – 1998), where she played the important role of defining and enabling the financial procedures and tools for the cultural activity.

 

She participated in countless commissions for the professionalization of the artistic production and the promoting mechanisms for the sector. Also responsible for the draft of the Municipal Law of Cultural Incentive of Belo Horizonte (1993), approved and converted into an important assisting tool for the cultural producers. Also of her authorship is the draft text of the effective State Law of Cultural Incentive (1997) and all its regulations. She is an expert in the Federal Law of Cultural Incentive, and in the effective tax incentive system in the country.

 

Former State Secretary of Culture of Minas Gerais from February 2005 to August 2008, when she implemented an unprecedented process of the Office restructuring and resizing that greatly influenced the whole State Cultural System as well as the regions of Minas Gerais, having also temporarily acted in the meanwhile as vice-president of the National Forum for the State Secretaries of Culture.

 

Founder of the Santa Rosa Bureau Cultural, in 1998, one of the top agencies of cultural strategic projects development in the country, conceived, coordinated, managed and/or planned countless famous national projects. She also integrates many boards, among them: the Scientific Board of the Advanced and Transdisciplinary Studies Institute of the Federal University of Minas Gerais (IEAT/UFMG), and the one of the Mineiriana Collection of the João Pinheiro Foundation.
